Registration Requirements & Procedure for:

*Anyone spending 16 hours in direct contact with youth over a month -OR- 32 hours per year (or who participates in an overnight campout)*

1. Complete LiveScan Fingerprinting & Background Check – Walk-in appointments available Mon-Fri 10AM to 4:30PM. Evenings available by appt. Please call (510-844-4751) to notify intent to walk-in for LiveScan services.

2. Take CA Mandatory Reporter Training (CAMRT) for Volunteers. Take CAMRT Training For Volunteers Here – this training takes approx. 2 hours. Please note that after completion, you will have to download a certificate which charges an $8.99 fee to download. Please download and save the certificate.

  • At your LiveScan appt, you will have received a scanned PDF of the “LiveScan Consent Form”. Upload BOTH the CAMRT certificate and your LiveScan form here: https://californiascouting.org/piedmont

3. Take Safeguarding Youth Training (SYT), a Scouting America training required of all registered volunteers.

Click the logo on the left to take SYT. The link will prompt you to either: log-in to your my.scouting.org account, -OR- create a my.scouting.org account if you do not already have one. If you are unsure if you have an existing account, please call (510-844-4751) for support.

SYT must be renewed every year. If a volunteer’s SYT is not current at annual registration, they will not be re-registered. You will receive reminder emails as the renewal date of your training approaches.

4. Register in a PACK or  TROOP (for Community Service Crew, Service Club, or Post 911, contact your unit leadership) as a Unit Scouter Reserve (at minimum).


Please note:

  • Piedmont Council receives confirmation of your LiveScan results, LiveScan consent form, CAMRT certificate, and SYT completion. Each youth-serving organization requires their own Live Scan, so you must get LiveScan fingerprinted for your registration with Piedmont Council, even if you have been fingerprinted for another organization.
  • During the registration process, you will complete a questionnaire and consent form for a Scouting America background check.

Contact your unit leaders to inquire about adult registration fees. Some units have a payment code. When registering, if you do not wish to receive and pay for a Scout Life subscription, please ensure you uncheck that box during the payment process.



For NEW Merit Badge Counselors:

  1. Fill out the MBC Application & Add/Drop Form. The information from this form is accessible to Troop leadership.
  2. Complete Live Scan Fingerprinting (can be done at 10 Highland Way, Piedmont, CA 94611)
  3. Take CA Mandatory Reporter Training (CAMRT)
  4. Complete Safeguarding Youth Training (SYT)
  5. Register as a Merit Badge Counselor. (If you are already registered with a Troop, this is considered a “multiple” registration; if you are not with a Troop, you can primary register with Piedmont Council)

For Existing Merit Badge Counselors:

You can make changes to the Merit Badges you counsel by completing and submitting a MBC Application & Add/Drop Form.

**Please note that anyone counseling a Merit Badge must be registered in that position. If you are counseling for one Troop, you can register as a Merit Badge Counselor and a “Unit Scouter Reserve” within that Troop (Unit Scouter Reserve is the ‘minimum’ position required of anyone registered within a Troop).
